What is the Pathways of Change?

Pathways of Change is an independent evaluation of Transform Cambodia’s work with children and young people from 2006 to 2025. It was carried out by Wellbeing Consulting, an independent consultancy with more than 20 years of evaluation experience in Cambodia, and released in July 2026.

The evaluation asks a simple question: where is Transform making a credible difference in the lives of children and families, and what still holds young people back? To find out it drew on the records of 5,314 children and young people and on interviews with children, youth, graduates, caregivers and staff.

The result is an honest picture of twenty years of walking alongside children. The highlights are below and the full report is free to download.

Education & opportunity

Children who stay connected to Transform are far more likely to finish school and move on to study. Of participants aged 21 and over 62.1% completed high school. Of those with recorded exam results 90.8% passed Grade 12. Of recorded high-school graduates 82.3% went on to tertiary study.

For context the report compares these results with national reference points of 41.7% for high-school completion, 84.6% for Grade 12 pass rate and 21.4% for tertiary progression. It is an indicative comparison only because the measures are defined differently.

Evidence base: 5,314 children and young people in programme records, 16 qualitative interviews, mixed methods

A long record and real voices

The evaluation draws on the programme records of 5,314 children and young people. It also draws on interviews with children, youth, graduates, caregivers and staff. Where the records and the voices point in the same direction the findings are strongest.

Relationships and development: 50.6% relationship strength improvement, 49.4% leadership, agency and responsibility improvement

Relationships and development

Change starts with being known. Children described teachers who encourage them, understand their situation and do not judge them. Among children with repeated Life Check assessments 50.6% improved in relationship strength and 49.4% improved in leadership, agency and responsibility. Of those who started in the low leadership band 68.8% moved up.

“When I first joined Transform, I was very fearful, but because the teachers paid attention to me, it made my confidence much stronger.” (Youth interview)

Family support and continuity

Transform walks with whole families, not only children. Among children who began in the highest-concern band for their care and home circumstances 78.4% moved to a lower-concern band over time. Of children 92.7% had multiple six-monthly home visits and 91.3% had multiple health checks. Of children 83.8% had health contact in consecutive years.

Family support and continuity: 78.4% moved to lower concern, 92.7% repeated home visits, 91.3% repeated health screenings, 83.8% consecutive-year health contact
